Job Description:
The Town of Stratford is currently accepting applicationsfor the
position of Assistant Finance Director. GENERAL DESCRIPTION : This
position includes highly technical andadministrative work involving
responsibility for a broad range of municipalfinance functions.
This position performs highly responsibleadministrative work
assisting the Director of Finance with development andoversight of
financial policy and financial management of the Town;
performsprofessional accounting work and maintains accounting and
management controlsfor recording, reconciling and reporting
investments, receivables, payables,administration employee payroll,
revenues and expenditures; oversees theimplementation of the Town's
Pension Plans; acts as the Town's Director ofFinance in the absence
of the Director of Finance and has the full authoritywhen doing so.
SUPERVISION RECEIVED : This position works under the
generaldirection of the Director of Finance. EXAMPLE OF DUTIES :
Plans, organizes and coordinates workimplementing accounting system
and accounting procedures and controls. Assist the Finance Director
with selectionand implementation of software and hardware
applications to improve theeffectiveness of all aspects of the
town's financial management systems. Supervises, verifies and
performs work in theareas of accounting, payables, receivables,
purchasing and payroll. Oversees administrative pension
activitiesand coordinates said activities between the Human
Resources Department, PensionBoard and Disability Review Board.
Prepares financial statements and reports inaccordance with
generally accepted accounting principals. Assists with the
preparation of departmentalbudget and other town annual and capital
budgets. Establishes and maintains accounting recordsfor special
projects, grants and related fiscal matters. Reviews the
reconciliation of employeewithholding and FICA payments and
preparation of reports for state and federalagencies. Performs
internal audits of Town departmentalfinancial operations. Prepares
statistical and narrative reportsfor federal, state and Town
agencies. Prepares cost estimates and advises Mayor andChief
Administrative Officer on economic proposals related to
CollectiveBargaining. Hears, adjudicates and resolves
grievanceswhich arise under the Director of Finance's jurisdiction
within the authoritygranted under collective bargaining agreements
and as authorized by the FinanceDirector and Mayor. Includes all
other duties as may be assignedby the Director of Finance.
KNOWLEDGE, SKILLS AND ABILITIES : Thorough knowledge of accounting,
auditingand financial reporting principles and practices with
special emphasis ongovernmental finance and accounting as applied
to municipalities; ability toresearch, interpret, and apply GASB
pronouncements as applied tomunicipalities; considerable knowledge
of modern office methods and practices;considerable knowledge of
municipal IT applications; supervisory ability;ability in written
and oral expression; ability to comprehend and comply withfederal,
state and municipal laws, regulations and financial
managementstandards; ability to establish and maintain effective
working relationshipswith associates and the public. QUALIFICATIONS
: Bachelor's degree from a recognized collegeor university in
Accounting, Finance, Business or Public Administration or aclosely
related field and five (5) years of increasingly responsible
experiencein governmental accounting or ten (10) years experience
in general accounting,including three (3) years in a supervisory
capacity; or a Masters degree and/orcertification as a CPA and
three (3) years experience in government accountingor five (5)
years experience in general accounting including one (1) year in
asupervisory capacity; or an equivalent combination of education
and experience. SPECIAL REQUIREMENTS : Must possess a valid
driver's license. May be required to travel short distances
onbusiness. May sit at a desk and workcontinuously for extended
